Can I add a surcharge to pass card processing fees on to customers who pay by credit card?

Under Visa, Mastercard and American Express rules you cannot add a surcharge for paying by credit card. What you can do instead is offer a discount, so it depends on how you word it: present the difference as a discount for paying with another payment method rather than a surcharge for paying by card.
